From Career Uncertainty to the Decision to Pursue an MSCIM Master's Degree
My name is Nguyen Tran Phu Thinh. I currently serve as Deputy Director of the Ho Chi Minh City Digital Transformation Center. With more than 18 years of experience in the government system, from ward and district levels to the city level, I have had the opportunity to directly participate in urban management and the implementation of public policies as the city continues to grow and transform.

Throughout my work, I have come to realize that urban management in the digital era is no longer limited to a single field. Issues such as transportation, environment, urban data, and the quality of public services are interdisciplinary and increasingly complex. This requires managers not only to rely on practical experience but also to build a strong and systematic knowledge foundation that integrates technology, governance, and sustainable development.
These real world challenges led me to reflect seriously on my professional path. While taking on leadership roles at the local level, especially during the rapid urbanization of Thu Duc City and Ho Chi Minh City, I began to see the limitations of traditional management approaches. Solving modern urban problems requires new approaches based on data, technology, and long term strategic thinking. This became the key motivation for me to pursue a master’s degree to strengthen my leadership capacity and adaptability.
After careful research, I chose the Master of Smart City and Innovation Management program (MSCIM) at the Institute for Smart City and Management (ISCM), University of Economics Ho Chi Minh City. What attracted me most was its strong interdisciplinary approach. The program not only focuses on urban management but also integrates digital technology, big data, artificial intelligence, and sustainable development. These are all essential elements closely connected to my current work in digital transformation and smart city development.
I also feel confident in this decision knowing that ISCM was established as part of the university’s strategy to develop into a multidisciplinary and sustainable institution. With a strong focus on practical training and research, the institute works on integrated solutions for future cities, including urban planning, governance, smart mobility, the digital economy, and the urban environment. This approach helps learners gain deeper understanding and apply knowledge effectively in real world contexts.

Another valuable aspect of the program is its open and well connected learning environment. The institute provides opportunities to participate in seminars, research activities, study visits, and academic exchanges both locally and internationally. Through these activities, students can connect with a wide network of experts, researchers, organizations, and businesses in the field of smart urban development. It is not only a place for learning but also a space for collaboration, idea exchange, and long term partnership building.
From my initial career concerns, I have realized that continuing education is not just an option but a necessary step. The MSCIM program has helped me expand my knowledge and develop a new approach to governance thinking, aiming toward smart, sustainable, and human centered urban development.
